Annual Council Meeting Report
The Annual Town Meeting took place on Wednesday 19th March 2008. We were pleased this year to see 18 members of the public in attendance, which is a great improvement on past years.
The Mayor, Councillor Kevin Wilson, having welcomed everyone to the meeting stated that the Council had enjoyed a successful year in which the certificate of Quality Status had been received. He explained that this required staff to undertake training and for the Town Clerk to pass an examination, to prove that the council was operating to certain standards. He then went on to say that he hoped that the council would work towards obtaining more qualifications in the future, including, if possible, Beacon Status.
The Mayor was pleased to inform the meeting that the council had kept within budget and that the proposed increases for the forthcoming financial year were very much within inflation.
The New Hall had been fitted with air conditioning and, in the new financial year the roof of the hall would be replaced.
The Town Council's office was now open from 9am until 4pm every weekday. Because of the more central location and the revised hours there had been an increase in visits by members of the public. The town council would shortly take over the administration of external bookings for the Town Hall.
Allotments were proving to be very popular, with quite a long waiting list. This was possibly down to the fact that most modern houses had very small gardens and a great deal of television programmes about growing your own vegetables.
The carnival in 2007 had been one of the best and the Christmas Lights were spectacular. The change from our own lights, which were getting very old, to the hiring of lights, which allowed for something different each year, seems to have delighted most people.
The floral display in Tiverton during the summer months had been spectacular, earning the town a silver gilt award in the Britain in Bloom competition
Town Clerk 's Report
Tiverton Town Council continues to work in partnership with Mid Devon District Council. An agreement has now been secured for the town council to administrate external bookings in the town hall. Working with MDDC we hope to increase the revenue that this wonderful historic building can produce, which of course reduces the overall running costs.
We have quite a long waiting list of people wanting an allotment. We tried to purchase an additional piece of land earlier in the year but sadly, at auction, the price rose far above that which we could consider, however, the council will continue to search for suitable sites as we believe that the trend of more people wanting an allotment garden will continue.
Tiverton Town Council looks forward to the introduction of new legislation called ‘the Power of Well Being' which will allow us to have far more flexibility in what we can legally do. At present we have to find a specific power for everything that we do, but under the new legislation we can do anything which, in the opinion of the council, is to the benefit of the local community.
The latest Tiverton Guide has recently been published and has been distributed to the Tourist Information Centre and the Library
Whilst not directly involved with the possible reorganisation of government in Devon at present being undertaken by the Boundary Commission we await the outcome of the report to see if there are any opportunities for this council in the future
